DataRoad Selected to Implement and Migrate 50 Office 365 Business Mailboxes for the Union of Parishes of Massamá and Monte Abraão

DataRoad migrates approximately 50 mailboxes to Microsoft 365 Exchange Online for the Union of Parishes of Massamá and Monte Abraão

DataRoad was selected through a public tender by the Union of Parishes of Massamá and Monte Abraão to migrate approximately 50 mailboxes to Microsoft 365 Exchange Online.

The project involved the complete migration of content (email, structure, and associated data) to the Microsoft cloud and the reconfiguration of workstations and mobile devices, ensuring business continuity and a smooth transition for users.

More information about the procedure: available on the BASE Portal (base.gov.pt), the national portal that centralizes information on public contracts awarded in Portugal, enabling tracking and monitoring.

Migration to Exchange Online: Greater Mobility, Centralized Management, and Business Continuity

Microsoft Exchange Online is a hosted messaging solution that provides email, calendar, contacts, and tasks accessible from a PC, a web browser, and mobile devices, thereby supporting hybrid work models and mobility.

When organizations migrate to Exchange Online, they begin to benefit from a managed service hosted in Microsoft data centers, with comprehensive access and centralized management capabilities.

In addition, Exchange Online plans include protection features such as anti-spam and anti-malware, mobile device policies, and service continuity features (e.g., redundancy and SLAs), making the platform particularly well-suited for organizations that prioritize availability and security.

What was implemented by DataRoad (scope of the project)

DataRoad's project consisted of two key components:

1) Complete migration of mailbox content

  • Transferring mailbox content to Microsoft 365 Exchange Online (including history and organization)
  • Planning the migration path appropriate for the number of mailboxes and the customer’s environment, following best practices and recommended tools for migrations to Microsoft 365/Exchange Online

2) Reconfiguring users, PCs, and mobile devices

  • Workstation reconfiguration (Outlook and profiles) and post-migration validation
  • Configuration and validation on mobile devices, ensuring connectivity and synchronization (email/calendar/contacts)

This design minimizes downtime and prevents productivity losses, especially in environments with multiple users and administrative teams.

Why this migration is important for local governments and public agencies

In public agencies, email is often the most critical channel for:

  • institutional communication,
  • response to the resident,
  • interaction with suppliers,
  • administrative procedures and digital archives.

Therefore, migrating to a cloud-based messaging platform with governance, retention, auditing, and eDiscovery capabilities is an important step toward strengthening control and compliance throughout the email lifecycle.
Exchange Online, for example, supports compliance and information protection features such as DLP (Data Loss Prevention), Litigation Hold, auditing, and search capabilities for legal and regulatory requirements.

Security and compliance: key features of Exchange Online

Email modernization isn’t just about “moving mailboxes”; it’s about strengthening security and compliance.

In Exchange Online, the security and compliance component includes, among other things:

  • retention and preservation policies (e.g., Litigation Hold / eDiscovery)
  • Data Loss Prevention (DLP) for sensitive data and PII
  • Mobile device policies and access management for compatible clients
  • built-in anti-spam and anti-malware protection to reduce the risk of email-based threats

It is through this balance (productivity + security + management) that a well-executed migration generates real value.

Transparency and public procurement: reference to BASE.gov.pt

This project was awarded through a public tender, and details of the procedure can be found on the BASE Portal, which serves to centralize information on public contracts awarded in Portugal and to publish relevant details regarding their formation and execution.

BASE is a tool for transparency and monitoring in public procurement, facilitating access to information for public entities and citizens.
